H.E. Sultan Bin Saeed Al Mansouri

Eng. Sultan Al Mansouri, Minister of Economy of the United Arab Emirates since February 2008, has previously been Minister of communication and Minister of Development for the Government Sector.

A multifaceted personality respected for his insightful mind and sharp analytical thinking, Eng Sultan serves as Chairman of several high-profile public and private corporations as well as national initiatives including the General Civil Aviation Authority, Securities and Commodities Authority, Supreme Committee for Consumer Protection and Standing Committee for Economic Affairs of the Supreme Committee for National Security. Eng Sultan is also Vice Chairman of the Emirates Competitive Council and member of the Ministerial Committee for Legislation, Committee of Finance and Economy, Federal Council on Population Composition and board of directors of Emirates Investment.

Earlier, Eng sultan was Chairman of National Bureau of Statistics, and Aman (Dubai Islamic Insurance Company) and Vice Chairman of Dubai Islamic Bank.
Eng Sultan holds a Bachelor’s degree in Industrial Engineering & Management Systems, Arizona State University / USA and a diploma in Computer System Analysis, Institute of Computer Technology, Los Angeles, California / USA.

Dr. Obaid Saif Hamad Al Zaabi

Chief Executive Officer of the Securities and Commodities Authority (SCA), Dr. Obaid Saif Hamad Al Zaabi has over 25 years of work experience in financial legislation, accounting, banking, finance and investment, and shari'ah-compliant finance from many leading financial institutions in the United Arab Emirates, such as the U.A.E. Central Bank, Dubai Islamic Bank, Amlak Finance, and the Securities and Commodities Authority (SCA).

Academic Qualifications:

- PhD in Finance and Banking from the UK-based Durham University, 2006.
- MBA with distinction, 2000.
- BSc in Business Administration and Accounting, 1989.

Firas Safieddine

Prior to his appointment at the Capital Markets Authority, Mr. Safieddine served as the Senior Advisor to the Lebanese Minister of Economy and Trade, and later the Lebanese Minister of Finance for a period of almost five years. Before his involvement with the public sector, Mr. Safieddine was the Managing Director and Head of the Investment Committee of a Multi-Million regional Family Office, overseeing investments and operations at the firm. Along with his full time job, Mr. Safieddine served on the Board of Directors of several Investment companies in Lebanon, Saudi Arabia, Singapore, UAE and the United Kingdom, and was also an instructor of Finance at the Olayan School of Business at the American University of Beirut. Mr. Safieddine holds an MBA from the University of Chicago, Booth School of Business.

Jalil Tarif

Jalil Tarif currently serves as the Secretary General of the Union of Arab Securities Authorities (UASA). Tarif started his career in the Central Bank of Jordan and held the positions of Executive Director and Deputy Director General in Amman Financial Market between 1992 and 1999, where he oversaw Jordan&S217;s entire capital market. Through his role as Deputy Director General, Tarif assisted in writing the new securities law that implemented the three separate entities that make up Jordan&S217;s Capital Market today. In 1999, Jalil Tarif was appointed as the first Chief Executive Officer of Amman Stock Exchange. He left his position as CEO in December 2012 to become the Secretary General of the Union of Arab Securities Authorities located in Dubai. Some of the roles Tarif has held during his career include: President, NSC-Unix user group, Atos-Euro Next Market Solutions; Chairman of IOSCO Self-Regulatory Organization Consultative Committee; Member, OECD Corporate Governance Working Group, MENA region; Chairman of FIAS. In addition, he participated in meetings with the IMF, IBRD, IOSCO, WFE, FEAS, COMCEC and UNCTAD.

Steffen Schubert

Since late 2017 Mr. Schubert consults the Regulator of the United Arab Emirates, the Securities and Commodities Authority SCA.
Mr. Schubert is the owner and CEO of ANAPIX Capital Ltd. He consults companies and capital markets on strategy and on corporate governance matters. He serves as non-executive director on various company boards.
Previously Mr. Schubert held the position of Chief Executive Officer of the Dubai International Financial Exchange, DIFX (now NASDAQ-Dubai), were he created a complete capital market structure (Stock Exchange, Clearing House with Central Counterparty, Settlement Organisation and Registry) from the first concept in 2001 to realization within the framework of the Dubai International Financial Centre, DIFC.
As Chief Executive Officer of the first true Pan-European Stock Exchange EASDAQ he led the firm from a nascent, semi-automated market structure and built a fully electronic stock exchange environment which he transitioned into NASDAQ-Europe. In 1999 he initiated the development of an internet based system, EASDAQlive, which drafted the trading in dematerialized shares (crypto shares) with electronic money (crypto currency) by individuals verified by a trust centre.

Preceding EASDAQ he was Managing Director of the Bavarian Stock Exchange in Munich, Germany.
Before managing exchanges Mr. Schubert held various senior positions in companies providing systems and services for the banking and exchange industry worldwide (Siemens-Nixdorf / OM (now NASDAQ OMX) / Bridge Information Systems).

Fadi Chamas

Mr Chamas brings with him over 28 years of operational experience. Prior to joining Arqaam Capital, Mr Chamas was a founding member at European De Gestion Privée, an investment firm based in Luxembourg, Geneva and Paris. Before that, he held several senior positions at UBS Warburg and Credit Suisse First Boston (Head of operations) where he was responsible for some key Middle and Back Office functions.
Mr Chamas has a Masters degree in Business and Organisation from the University of Paris.

Bashar Kilani

Region Executive, Gulf Countries & Levant,
IBM Middle East.

In his role Bashar oversees the IBM business in the Gulf Countries and the Levant working with clients and partners across industries. Prior to that he was the Business Unit Executive for IBM software business in MENA. Bashar began his career with IBM in the United Kingdom and held several managerial and executive positions in software development, services, sales & marketing. His international career includes several assignments in the USA, Europe and the Middle East.

Kilani has a passion for thought leadership around Digital Transformation, Artificial Intelligence, Blockchain, Cloud and has spoken at many international and regional conferences. He holds an MBA in Management from the University of Reading, an M.Sc. in Computer Engineering from the University of Surrey both in the United Kingdom and B.Sc. in Electrical Engineering from the University of Jordan.

Nitish Bhojnagarwala

Nitish Bhojnagarwala is a Vice President–Senior Analyst with Moody’s Financial Institutions Group. Based in Dubai, Nitish covers a portfolio of large conventional as well as Islamic financial institutions in the Middle East, Africa and Turkey. Nitish joined Moody’s in 2011, and has led sukuk roundtables and conducted workshops on Banking and Islamic finance at various conferences in the Middle East, Europe and Asia. Nitish has also authored several research pieces, with a focus on regional banking, credit issues and issuer-in-depths for conventional as well as Islamic banks.

Prior to joining Moody’s, Nitish spent five years at Tamweel in the Treasury function. He has also worked for KPMG in the UAE, where he covered financial institutions. Nitish holds an MBA from S P Jain Institute of Management & Research, with a major in Finance (Investment Banking).

FAYÇAL BELYAZID

Faycal Belyazid is Managing Director of Market Technology, Middle East and Africa at Nasdaq, one of the world’s leading providers of trading, clearing, exchange technology, listing, information and public company services.

In his current role, Mr. Belyazid oversees the regional sales and account management activities for Nasdaq’s core technology offerings to exchanges, clearinghouses, depositories and emerging marketplaces. Based in Dubai since early 2014, Mr. Belyazid is responsible for managing Nasdaq relationship with the regional capital markets players and influential financial entities. His work focuses mainly on Technology provisions spanning surveillance, trading, settlement, clearing and depositories; advisory services; human capital development; and capital market development through promotion of best practices and the implementation of international standards to the region.

Prior to Nasdaq, Mr. Belyazid has been involved in a wide spectrum of sectors including international trade, telecommunications, financial markets, technology international sales; exchange trading, clearing and settlement.
Mr. Belyazid holds a BSc. Degree in Internal Business and Finance from AUI University in Morocco; and M.Sc. Degree in International Business from Gothenburg University in Sweden. He is fluent in Arabic, French, English and Swedish.

Mohammed Ali Yasin

FAB has appointed Mohammed Ali Yasin, a well-recognized capital markets specialist, as the Managing Director of its Brokerage company, FAB Securities, in November 2012. Since joining FABS, he was able to turn it around to become the leading brokerage company in the UAE with more than 9.5% market share in 2014 and 2015, which elevated FABS to the number one brokerage company in terms of traded value in combined UAE markets (ADX & DFM) that year.

Mr. Yasin is a highly trusted authority and financial analyst of regional financial markets for over 18 years, and is widely regarded as an opinion leader that is widely quoted by local and international media beside social media networks on the MENA economic activities. He is also a member of the select brokerage committees nominated by the Emirates Securities and Commodities Authority (ESCA), Abu Dhabi Securities Exchange (ADX) and the Dubai Financial Market (DFM) which help in drafting new laws and regulations and advise on new market challenges and developments in the UAE.

Mr. Yasin joined FAB Securities from “CapM Investment”, where he served as its Chief Investment Officer and board member since 2010. Mr. Yasin has also served as Chief Executive Officer of “Shuaa Securities” between 2006-2010; and before that as Managing Director of Emirates Securities since 1998.

He is a University of London - Queen Mary & Westfield College graduate with a B.Sc in Computer Science. 

Taraneh Derayati

Taraneh Derayati is Head of Sales at Cinnober, the leading independent provider of sophisticated solutions for demanding trading and clearing venues - including prestigious clients such as ASX, B3, Japan Exchange Group (JPX), London Metal Exchange and Euronext. Taraneh Derayati has been with Cinnober since 2009. Her career at Cinnober includes working as business analysts and project manager integral in a number of client projects including delivering of Cinnober’s real-time clearing system to JPX which went live in February this year. Derayati holds a Civil Engineering Degree in Industrial Management, with a MSc in Financial Mathematics from KTH Royal Institute of Technology.

Anita Yadav

Anita Yadav is Head of Fixed Income Research at Emirates NBD. She has over 14 years of experience in fixed income research and sales - spread across Australia, India, Asia and Middle East. In her current role, she focusses on global fixed income markets with a particular emphasis on GCC credit space. Prior to this, Anita was Head of Illiquid Credit Sales at ANZ in Singapore. During her decade and half career, commencing as an analyst with Moody’s, Anita has served as Head of Credit Research at UBS in Sydney and as MD, Head of Global Markets at Nomura in India. Anita graduated in Science from Delhi University followed by an MBA. In addition she holds a post graduate degree in Applied Finance from Australia. She is on board of BoP Hub and WTO in Singapore. Anita is a frequent commentator on global fixed income issues.

Joe Mc Hale

Joe Mc Hale is Head of EU regulatory affairs at Bloomberg where he is responsible for analysing and responding to financial services reforms impacting Bloomberg and its clients, such market structure, transparency, investor protection and prudential measures.
Prior to Bloomberg, Joe worked for Deutsche Bank in London and headed the capital markets team in the Government and Regulatory Affairs Department. His team was responsible for the group’s advocacy towards policy-makers as well as support to Senior Management, Legal and Compliance on the assessment and implementation of new EU financial services requirements.
Prior to Deutsche, Joe spent six years working in Brussels; first as a regulatory consultant for clients on EU legislation such as MIFID and then as a policy expert at the European Banking Federation where he advocated on EU financial markets legislation adopted in the wake of the financial crisis. 

Filipe Pacheco

Filipe Pacheco is Bloomberg’s equities reporter covering stock markets in the Middle East and North Africa for the newswire, television, magazines, radio and the web. Based in Dubai, Pacheco moved to the U.A.E. in 2016 to work with Bloomberg bureaus across the region covering listed companies, market structure, initial public offerings, capital restructuring and regulation.
Before moving to the Middle East, Pacheco was a fixed income and foreign exchange reporter for Bloomberg News in Sao Paulo, Brazil, his hometown. Prior to joining Bloomberg, he worked for Brazil's biggest broadcasting company, TV Globo, reported for the biggest Brazilian financial newspaper, Valor Economico, and for Debtwire, part of the Financial Times group at that time.
Pacheco was born in Sao Paulo, lived in the United States and Italy for studies before graduating at the University of Sao Paulo with a B.A. in Social Communication - Journalism. Pacheco is fluent in English, Portuguese, Spanish and Italian, and has been learning Arabic for the past two years.

Ahmed Saleh Al Marhoon

Mr. Ahmed Saleh Al Marhoon, Director General, of Muscat Securities Market since the year 2001.
During his career he has acquired several leading positions in Government & Private Sector in the Sultanate of Oman.
Prior to joining MSM he was the CEO of a brokerage firm, and has also served as a board member in several financial institutions.
Mr. Al Marhoon holds an MBA from UK.

Dr. Mounther Barakat

Dr Mounther Barakat is the Senior Advisor at the Emirates Securities & Commodities Authority and the Head of Research and Financial Analysis. He earned his PhD in Finance from Oklahoma State University, MBA with concentration in Finance from Annajah National University and Bachelors in Mechanical Engineering from San Francisco State University in the US. He is a Chartered Financial Analyst and a member of the CFA Institute. He is a Certified Financial Risk Manager (FRM holder and a member of the Global Association of Risk Professionals - GARP).

Dr Mounther is currently involved in the technical aspects of writing financial regulations, market mechanisms including products and financial services, IPO valuation, listed company analysis, investment funds licensing, and authoring refereed financial research. He published his first book in 2010 along with many professional, academic and practitioner works in top refereed journals in the US and in the proceedings of many conferences. Dr Mounther delivered numerous training and awareness workshops and sessions to Brokers and Financial Analysts and the general investing public alongside university students and other professionals. Dr Mounther also works on implementation plans including simulations, monitoring and feedback.

Dr. Mounther sat on dissertation committees and worked as a professor of Finance for Masters and Bachelors students at a number of universities for 15 years including The University of Houston - Texas, Fort Hays state University - Kansas and Oklahoma State University, the Arab American University and Annajah National University - Palestine, and currently at the King Fahad University of Petroleum and Minerals - KSA. Dr Mounther worked as a freelance consultant for many institutions including the Government of Dubai, and the Palestine Securities Exchange, and the Islamic Society of the Greater Houston Area among others. Dr. Mounther is also registered as a financial expert at the courts of Dubai and Abu Dhabi.

MOHAMED AL-ABRI

Mohammed Said Al-Abri has over 19 years’ experience in the capital market and financial services industry, ranging from asset and portfolio management in the private sector to capital market regulation and policy development in the public sector.

He is currently Vice President of the Capital Market Sector of the Capital Market Authority, Oman (the capital market regulator). His responsibilities include the development, regulation and supervision of new issues of shares (IPO and secondary issues), bonds, sukuks, investment funds and restructures, and also regulatory supervision and compliance of publicly listed companies and investment funds.

He is a board member of the Technical Committee constituted under the National Committee for AML & CFT in the Sultanate of Oman, the Oman Sovereign Sukuk company SAOC, and of Muscat Clearing and Depository SAOC. He is also a key technical and policy advisor to a number of Oman national financial and industry committees.

Mohammed is a graduate of Economics from the Yarmouk University of Jordan and a Master Degree holder in Banking & Finance Law (LLM) from the University of London.

Dr. Mohan Guruswamy

Dr. Mohan G. has over two decades of experience in the areas of Strategic Planning and Corporate Governance. He has the distinction of being associated with Industry as well as Academics on a continuous basis.

He was formerly Advisor, Strategy and Business Performance to Executive Council of Abu Dhabi. In his role as Advisor, his responsibilities included, aligning each Government Entity’s Strategy with overall Abu Dhabi Strategy as well as Integration of Strategies across Government entities.
He has also been Director of the LEAD Program (a Leadership Development Program across Abu Dhabi) which is delivered by Judge Business School, Cambridge University. He is a Fellow of Cambridge University, Judge Business School.

Prior to Executive Council of Abu Dhabi, he worked for DP World and was responsible for Strategic Planning & Business Performance Management functions for Ports, Free-Zones and Customs. His earlier assignments have been in senior positions, in the capacity of Vice President Corporate and Organization Development with large diversified Multinationals.

Currently he is Director of EMBA and MBA programs in University of Wollongong Dubai. He teaches Strategic Decision Making and Corporate Governance, as well as supervises students in the doctoral program.

He has published two books and several research papers/articles and been a key note speaker in several forums and made presentations across the world including USA, UK, Netherlands, Kenya, Canada, China, India, Morocco and Middle East.

By virtue of being a practitioner as well as a professor of Management Sciences, Dr. Mohan brings with him a broad knowledge-base, of both conceptual and practical frameworks.

Kevin Moore

Kevin Moore is the Global Business Development Director at the CISI responsible for business development and strategy development worldwide. A key responsibility is working with the growing CISI office network which currently includes Dubai, Mumbai, Singapore, Manila, Dublin and Barcelona. Kevin works closely with major CISI clients, members and stakeholders including regulators, training partners and other professional organisations. Kevin enjoys delivering the Institute’s keynote Integrity at Work seminar, and is a regular speaker at international conferences on subjects including integrity, capacity building, the changing world of wealth management and continuing professional development.

A career banker, Kevin joined the Institute in 2007 after 21 years with the Lloyds Banking Group. This included a wide variety of senior management roles in branch banking, corporate and business banking and finally private banking. His wealth management roles included heading up the Lloyds Ultra High NetWorth business which included a full banking offer, as well as being responsible for the private banking network in London and the South East. Kevin is a Chartered Fellow of the CISI, holding its Investment Advice Diploma, is a qualified banker with what is now the IFS and a graduate in French from the University of Liverpool.

Eric Salomons

Eric Salomons is a Director and Head of Markets Division and has developed his career in commodity and securities markets over the past 17 years He has been involved in derivatives arbitrage, risk management and regulation. Eric has further gained wide ranging and valuable experience of exchange operations, clearing houses and settlement systems as project manager for licensing and supervision of markets in Europe and the Dubai International Financial Centre (DIFC). Eric is a Member of the IOSCO Standing Committee for Commodity Derivatives Markets.

Prior to joining the DFSA, Eric worked at the Dutch Financial Services Regulator (AFM) and was responsible for exchange regulation and a Member of the working parties to the NYSE Euronext College of Regulators.

Eric started his career as a derivatives market maker on the Euronext exchange floor and Eurex for Amsterdam Option Traders (AOT). He is registered with the Dutch Securities Institute since 2000 and is a Member of the Global Association of Risk Managers.

Nigel Pasea

Mr Pasea is the Managing Director of CCL Limited and has helped develop the firm into one of the leading Governance Risk and Compliance consultancies in the UAE and GCC region, providing advice and assistance to multinationals, regulatory agencies and entrepreneurs.

Prior to joining CCL in 2010, Mr Pasea was the Regional COO for UBS in the Middle East and responsible for the establishment and development of the UBS franchise in the UAE, Qatar and the Kingdom of Saudi Arabia.

Mr Pasea has also worked as a regulator, being one of the founder employees of what is now known as the Financial Conduct Authority in the UK where he was the Head of Authorisations and Supervision.

In addition, Mr Pasea’s past roles have involved responsibility for compliance in the UK, Switzerland, US, Hong Kong, Japan and across the GCC providing him with a truly international perspective on regulation.

Mr Pasea graduated from the London School of Economics in 1979, was awarded an MBA with Distinction from the London Business School in 1993 and is a Fellow of the Institute of Chartered Accountants in England and Wales (1982).

Mohamed Dagher

Head of Account Management at Euroclear Bank for the Middle East, Africa and the CIS

Mohamed Dagher manages a team of account managers located in Dubai, and Brussels.
Mr. Dagher joined Euroclear Bank in 2008, first as a client relationship manager in Brussels and then as head of account management in Dubai since 2011.

Mr. Dagher holds a Master degree from the King's College, London (UK) in mechanical engineering.

Shahmir Khaliq

Shahmir Khaliq is the Global Head of Direct Custody and Clearing, appointed in the Fall of 2017. Previously, Shahmir led the North America Investor Services business, a global product set covering Prime Finance, Futures, Custody and Fund Services, since January 2014.
Shahmir joined Citi in 1991 and has worked in a number of client facing leadership positions in a variety of businesses across the organization. From 2006-2012 he served as Country / Cluster Head in Central Europe overseeing all of Citi’s businesses in the region, Prior to that role, Shahmir led the Energy and Metals Banking business for Central and Eastern Europe, Middle East and Africa (CEEMEA) from 2003-2006 based in London.
Shahmir has degrees in finance and economics from the London Business School, London School of Economics and the University of Karachi. He has lived in New York since 2012 with his wife and two daughters.
 

Navin D'souza

I have been associated with Dubai Gold & Commodities Exchange (DGCX) as Director Operations since 2007. I am qualified Chartered Accountant & Chartered Financial Analyst holding a Master’s degree in Finance. I have unparalleled experience in the areas of Operations, Risk Management and Cash Management in Electronic Exchanges and Banking industry. Prior to joining DGCX, I have worked in capital markets with National Stock Exchange of India and International banks like Deutsche Bank.

Ahmad Al Jared

Mr. Ahmad Al Jared has an experience of more than 22 years in the field of Industrial Development and Capital Market. He is currently the Authorization Department Manager Market Institution Deputy. He joined the Capital Market Authority in 2006. Mr. Al Jared contributes to achieving the mandate of the Market Institutions Deputy by controlling access to the undertaking of securities business and credit rating activities, and ensuring highly qualified Market Institutions and persons performing registrable functions are authorized to undertake such activities. He also has a long experience in credit consultancy of industrial projects. He has an MBA Degree from Wayne State University, Detroit and B.A degree in Accounting from the King Abdulaziz University. He also obtained the Advanced Credit Analysis Program Certificate from Chase Manhattan Bank, New York.
