H.E. RIAD T. SALAMÉ

CHAIRMAN - THE UNION OF ARAB SECURITIES AUTHORITIES (UASA)
 
Riad T. SALAMÉ is the Governor of the Banque du Liban, Lebanon’s Central Bank, since August 1, 1993. In this capacity, Mr. Salamé is the Governor for Lebanon at the International Monetary Fund (IMF) and the Arab Monetary Fund (AMF). He chairs the Central Council, the Governing Board of the Bank, as well as the Open Market and Investment Committees. Governor Salamé is also the Chairman of the Higher Banking Commission, the Chairman of the Special Investigation Commission fighting money laundering since its establishment in 2001 and the Chairman of the Capital Markets Authority. Between 1973 and 1993, Governor Salamé had an extensive career in Merrill Lynch Beirut and Paris offices. Prior to assuming his current responsibility, Governor Salamé was the VicePresident and Financial Advisor at Merrill Lynch in Paris. Governor Salamé attended the Jesuits College of Collège Notre Dame de Jamhour and graduated with a BA degree in Economics from the American University of Beirut.

H.E. MOHAMMAD SALEH HOURANI

CHAIRMAN - THE JORDAN SECURITIES COMMISSION (JSC)
 
Mr. Mohammed Saleh Hourani was appointed Chairman of the Board of Commissioners of the Jordan Securities Commission on September 1, 2012. He had previously served as Chairman of the Board of Directors of Amman Stock Exchange from 2002 to 2012. Prior to that Mr. Hourani was Minister of Industry and Trade and Minister of Energy and Mineral Resources from 1997-1999. Mr. Hourani served as Deputy Governor of the Central Bank of Jordan (1989-1992) General Manager of the Social Security Corporation (1992-1994), General Manager of a publicly listed investment company. He was also chairman or board member of numerous companies or government agencies in the investment and development sectors. Mr. Hourani holds the medal of the Star of Jordan of the first grade. Mr. Hourani holds a Masters degree in Management from the University of Southern California, Los Angeles, U.S.A. 1973.

H.E. NEMEH SABBAGH

CEO - ARAB BANK 
 
Nemeh Sabbagh is the CEO of Arab Bank. Previously Mr. Sabbagh served as the Executive General Manager of BankMed SAL and the Managing Director and CEO of Arab National Bank in Saudi Arabia. For 19 years, he worked at National Bank of Kuwait as the General Manager of the International Banking Group. Mr. Sabbagh is also Co-Chair of the Board of Trustees of American University of Beirut. He holds a BA degree in Economics and French from Austin College; and MA in International Economics, Middle Eastern studies, and International Law and Organization from the Johns Hopkins University; an MBA from the University of Chicago; and a Senior Executive Program diploma from Stanford University. Arab Bankers Association, headquartered in London, granted Mr. Sabbagh in 2018 its award for “Distinguished Services to Arab Banking”. He also received the award of Outstanding Contribution to Finance from Asiamoney in February 2017, the award of Outstanding Contribution to Financial Services in the Middle East from Euromoney in June 2014, and the award of Arab Banking Personality of the Year from the Union of Arab Banks in April 2014.

H.E. JALIL TARIF

SECRETARY GENERAL - - THE UNION OF ARAB SECURITIES AUTHORITIES (UASA) 
 
Jalil Tarif currently serves as the Secretary General of the Union of Arab Securities Authorities (UASA). Tarif started his career in the Central Bank of Jordan and held the positions of Executive Director and Deputy Director General in Amman Financial Market between 1992 and 1999, where he oversaw Jordan’s entire capital market. Through his role as Deputy Director General, Tarif assisted in writing the new securities law that implemented the three separate entities that make up Jordan’s Capital Market today. In 1999, Jalil Tarif was appointed as the first Chief Executive Officer of Amman Stock Exchange. He left his position as CEO in December 2012 to become the Secretary General of the Union of Arab Securities Authorities located in Dubai. Some of the roles Tarif has held during his career include: President, NSC-Unix user group, Atos-Euro Next Market Solutions; Chairman of IOSCO SelfRegulatory Organization Consultative Committee; Member, OECD Corporate Governance Working Group, MENA region; Chairman of FIAS.

PATRICK MEANEY

HEAD OF ENFORCEMENT - DUBAI FINANCIAL SERVICES AUTHORITY
 
Patrick Meaney joined the DFSA in January 2018. He has 25 years of experience in regulating financial markets and services. Prior to joining the DFSA Mr Meaney had been a Manager in the Wholesale Enforcement Department of the Financial Conduct Authority (FCA) for almost seven years. During his time at the FCA he was responsible for investigations into Libor misconduct where his team enforced record financial penalties against three banks and two broking firms, and fines and prohibitions of two senior and five other individuals. Prior to the FCA, Mr Meaney worked in senior legal, regulatory enforcement and forensic investigation roles in Australia, Hong Kong and Japan. This included serving as General Counsel and Head of Enforcement at the Australian Prudential Regulation Authority and Head of Listing Enforcement at Hong Kong Exchanges and Clearing Limited. He is admitted to practice Law in Australia and has postgraduate qualifications in Law and Applied Finance. 

FIRAS SAFIEDDINE

VICE CHAIRMAN - CAPITAL MARKETS AUTHORITY OF LEBANON
 
Prior to his appointment at the Capital Markets Authority, Mr. Safieddine served as the Senior Advisor to the Lebanese Minister of Economy and Trade, and later the Lebanese Minister of Finance for a period of almost five years. Before his involvement with the public sector, Mr. Safieddine was the Managing Director and Head of the Investment Committee of a Multi-Million regional Family Office, overseeing investments and operations at the firm. Along with his full time job, Mr. Safieddine served on the Board of Directors of several Investment companies in Lebanon, Saudi Arabia, Singapore, UAE and the United Kingdom, and was also an instructor of Finance at the Olayan School of Business at the American University of Beirut. Mr. Safieddine holds an MBA from the University of Chicago, Booth School of Business.

DR. OBAID AL ZAABI

CEO - SECURITIES AND COMMODITIES AUTHORITY (SCA)
 
Chief Executive Officer of the Securities and Commodities Authority (SCA), Dr. Obaid Saif Hamad Al Zaabi has over 25 years of work experience in financial legislation, accounting, banking, finance and investment, and shari’ah-compliant finance from many leading financial institutions in the United Arab Emirates, such as the U.A.E. Central Bank, Dubai Islamic Bank, Amlak Finance, and the Securities and Commodities Authority (SCA). Academic Qualifications: - PhD in Finance and Banking from the UK-based Durham University, 2006. - MBA with distinction, 2000. - BSc in Business Administration and Accounting, 1989.

STEPHEN FISHER

MANAGING DIRECTOR - BLACKROCK
 
Stephen Fisher, Managing Director, is a member of BlackRock’s Global Public Policy Group and Global Public Policy Steering Committee. Stephen focuses on global and European regulatory policy issues impacting end-investors. He represents BlackRock on the ICI’s Atlantic Council, ICMA’s Asset Management and Investors Council and holds a number of industry advisory roles. Prior to joining BlackRock in November 2010, Stephen established the Dutch Banking Association’s Brussels office and was an Advisor on financial markets policy at the European Banking Federation. Before Brussels, Stephen worked in London at the Financial Services Authority and HM Treasury in a range of supervisory and regulatory policy roles. Stephen holds Masters’ Degrees from St. Andrews and London universities as well as the Investment Management Certificate.

JOE MC HALE

HEAD OF EU REGULATORY AFFAIRS - BLOOMBERG 
 
Joe Mc Hale is Head of EU regulatory affairs at Bloomberg where he is responsible for analysing and responding to financial services reforms impacting Bloomberg and its clients, such market structure, transparency, investor protection and prudential measures. Prior to Bloomberg, Joe worked for Deutsche Bank in London and headed the capital markets team in the Government and Regulatory Affairs Department. His team was responsible for the group’s advocacy towards policy-makers as well as support to Senior Management, Legal and Compliance on the assessment and implementation of new EU financial services requirements. Prior to Deutsche, Joe spent six years working in Brussels; first as a regulatory consultant for clients on EU legislation such as MIFID and then as a policy expert at the European Banking Federation where he advocated on EU financial markets legislation adopted in the wake of the financial crisis.

ANDREAS ANDREOU

VICE CHAIRMAN - CYPRUS SECURITIES AND EXCHANGE COMMISSION 
 
Andreas Andreou is the Vice-Chairman of the Cyprus Securities and Exchange Commission. He has more than eighteen years’ experience with regard to financial services regulatory work, corporate governance, onshore and offshore investment and hedge funds, fund formation, emphasizing alternative asset classes, corporate and commercial transactions in the asset management sector and international investment agreements. He was admitted to practice in Cyprus in 1995 and served as Head of the legal department of a large investment firm and subsequently as the General Counsel of another investment firm and its group of companies. Andreas holds an LLB degree with Honours and an LLM in European and lnternational Trade Law from Leicester University, England. He is a Barrister, member of Lincoln’s lnn and a member of the Cyprus Bar. He is also a founding member of the Cyprus Association of Company Directors.

MOHAMED AL-ABRI

VICE PRESIDENT - OMAN CAPITAL MARKETS AUTHORITY 
 
Mohammed Said Al-Abri has over 20 years’ experience in the capital market and financial services industry, ranging from asset and portfolio management in the private sector to capital market regulation and policy development in the public sector. He is currently Vice President, Capital Market Sector of the Capital Market Authority, Oman and board member of the Technical Committee constituted under the National Committee for AML & CFT in the Sultanate of Oman, the Oman Sovereign Sukuk company SAOC, and of Muscat Clearing and Depository SAOC. He is Chairman of the Technical Auditors’ Advisory Committee, Oman. Mohammed is an alumnus of IMD where he completed the Advanced Strategic Management Program and a Master Degree holder in Banking & Finance Law (LLM) from Queen Mary, University of London.

STEVE WALLACE

DIRECTOR OF OUTREACH, MENA - CFA INSTITUTE 
 
Steve is Director of Outreach – MENA, based in CFA Institute’s Abu Dhabi office and is responsible for managing external institutional relationships across the MENA region. Steve managed the UK office of an emerging market equity hedge fund and headed the EMEA & Australia business development activities of CAIA Association as its first industry relations hire. On leaving the CAIA Association, Steve ran his own consulting business where he structured a UCITS platform to onboard US hedge funds for EU distribution and offered EU hedge fund distribution advice to non-EU hedge funds. Steve joined CFA Institute’s London office in December 2014 as Director of Institutional Partnerships – EMEA before transferring to their Abu Dhabi office in August 2018. Steve has a Bachelor of Business in Financial Planning from RMIT, holds the Certificate of Investment Management and Certificate in Commodity Derivatives from CISI, the Chartered Alternative Investment Analyst designation and CFA Institute Investment Foundations Certificate.

JOHN TURNER

CEO - XBRL INTERNATIONAL 
 
John Turner is the CEO of XBRL International, the standards development organisation behind XBRL, the business reporting standard. Mr Turner has previously served as the CEO of CoreFiling, a leading XBRL vendor, led the XBRL activities of KPMG International LLP and ran the first regulatory project to utilise XBRL for data collection, leading the data collection and analysis reengineering efforts at APRA, the Australian financial regulator. Turner holds BA/LLB from the University of Queensland, where in addition to a law degree he majored in computer science and government. Now based in Oxford in the UK, he works in his current role with regulators, policy makers, standards setters, financial institutions and the accounting profession from around the world to improve business reporting to the benefit of a wide range of users.

Faycal Belyazid is Associate Vice President, Head of Business Development & Sales, Middle East and Africa, Market Technology, Nasdaq. Nasdaq is one of the world’s leading providers of trading, clearing, exchange technology, listing, information and public company services. In his current role, Mr. Belyazid, who is based in Dubai, is responsible for managing Nasdaq’s relationship with the regional capital markets players and influential financial entities. Prior to Nasdaq, Mr. Belyazid has been involved in a wide spectrum of sectors including international trade, telecommunications, financial markets and technology. Mr. Belyazid holds a BSc. Degree in Internal Business and Finance from AUI University in Morocco and a M.Sc. Degree in International Business from Gothenburg University in Sweden.

CATRIONA MARSHALL

POLICY ANALYST - OECD 
 
Catriona Marshall is a Policy Analyst at the OECD Corporate Governance and Corporate Finance Division. In this role, she works with countries to support sound corporate governance policies and practices globally - benchmarked on the G20/OECD Principles of Corporate Governance. Previously, Catriona worked at the OECD Development Centre, where she conducted economic reviews and advised governments on strategies to address key constraints for national development. Prior to the joining the OECD, she worked at the European Council on Foreign Relations (ECFR), where she led their work on Foreign Direct Investment (FDI), and held a number of positions in private equity in London. She holds a Master’s degree in Economic Policy from the Institut d’Études Politiques de Paris (France), and a Bachelor of Science degree in Economics from the University of London (UK).

CEO, JORDAN INVESTMENT TRUST P.L.C 
 
Venturing into the financial sector, Ahmad became CEO of Jordinvest, the first Jordanian public shareholding company to offer a variety of integrated investment and merchant banking solutions in both the local and regional markets. Tantash chairs Jordinvest, Al-Ehdathiat for Real Estate and is Vice chair for Jordan National Shipping Lines L.T.D, First Education Holding; an owner and manager of KGs and Schools in the UAE and Egypt. He is also a board member of Arab Life & Accidents Insurance Co. (P.S.C), a supporter of INJAZ. During his successful career path, Ahmad chaired enterprises in various industries. He was founding board member of Int@j, Jordan’s first initiative in Information Technology and was also chairman of JABA’s Board of Directors. He also contributed to the finalization of the USJordan Free Trade Agreement in a bid to help develop Jordan’s economy.

Kirill joined Exactpro in December 2009 as Managing Director and was part of the company’s original team. Mr. Abdelhakim BERRAH is actually Chairman of the Algerian Securities Authority “COSOB”. Previously M.BERRAH served as CEO of the North African Institute of Economics Customs and Tax (IEDF). He served as Director of the National Institute of Finance from 1995 to 1998 and as Secretary General of the COSOB from 1998 to 2000 before being named executive officer assistant to the CEO of the Algerian insurance company (SAA). He was then appointed CEO of the Algerian company The of Insurance and Export Guarantee (CAGEX).

Omar Al-Sunaidi leads the Corporate Governance Department at the Capital Market Authority (CMA) of Saudi Arabia. SHAHZAD KHAN

Shahzad is Head of Ethics & Compliance for the Mubadala Group He is a Barrister (Honourable Society of Lincoln’s Inn) and Solicitor of the Supreme Court of England & Wales, as well as a Certified Compliance Officer and a contributor to several international and regional governance symposiums. KONSTANTIN SAROYAN

SECRETARY GENERAL - THE FEDERATION OF EURO-ASIAN STOCK EXCHANGES 
 
Konstantin is the Secretary General at the Federation of Euro-Asian Stock Exchanges (FEAS) since 2017. Before this, he has been the Chief Executive Officer of “NASDAQ OMX Armenia”. He started his career in 1999, heading marketing, HR, strategic planning, business development departments in a number of Armenian banks, as well as clearing and settlement department of Central Depository of Armenia. In 2004-2011 Konstantin acted as Head of Internal Audit, and afterwards as Member of Management Board in “Armswissbank” CJSC and later in 2011 joined NASDAQ OMX Armenia as Chief Executive Officer. Konstantin attended various seminars and trainings, both local and abroad, participated in Working groups of USAID, UNDP, OECD and other international organizations as an expert of capital market. He holds PhD in Economics and is currently teaching in French University of Armenia Foundation.

AHMED AL MARHOON

Ahmed Al Marhoon has been Director General of Muscat Securities since September 2001. Previous assignments include being General Manager Financial Services (an investment and brokerage company), and also posts at the Ministry of oil and gas from 1983 until 1998.

TAHA ABDULSALAM

CEO - IRAQ STOCK EXCHANGE 
 
Taha Ahmed Abdulsalam Al-Rubaye received both his Bachelor’s and Master’s degrees in economics from Baghdad University. After finishing his studies in 1991, he began working with the Baghdad Stock Exchange and rose to the position of Manager of the Exchange’s Research Department. In 2004, he left his post with the Ministry of Finance to help transition the Baghdad Stock Exchange into the Iraq Stock Exchange (ISX) and he has served as the ISX CEO since then. As CEO, he has overseen the exchange’s most impressive developments, helped to form a board of governors, consulted on both laws and regulatory bodies and spearheaded efforts to accommodate electronic trading on the ISX. This last project successfully transitioned the ISX to an automated trading system in 2009.

FADI AL SAID

MANAGING DIRECTOR - LAZARD GULF LTD. (DUBAI)
 
Fadi Al Said is a Portfolio Manager/Analyst on the Middle East and North African Equity (MENA) team. He began working in the investment field in 1998. Prior to joining Lazard in 2014, Fadi was Head of Investments and Portfolio Manager for ING Investment Management Middle East. Previously, he was a senior fund manager in the Asset Management division at NBD Investment Bank where he managed the two flagship funds (MENA Equities and GCC Balanced Funds). Prior to that Fadi was at Noor Capital where he was a Senior Vice President heading up the Asset Management division. He also worked for Damac Invest as a Senior Portfolio Manager. Prior to that, Fadi was the Head of Research at Al Jazira Bank in KSA. He started his career working in the Arab Bank in Jordan. Fadi holds an MBA from Cass Business School (London City University) and a BSc in Economics from the University of Jordan.

TARIQ QAQISH

MANAGING DIRECTOR - MENACORP 
 
Tariq Qaqish has more than 25 years of experience in the financial services and asset management industry. Prior to joining Menacorp as its Managing Director – Asset. In addition, he managed to grow substantially assets under management during his nine years of service at Al Mal. He previously spent six years with National Bank of Abu Dhabi (NBAD) where he managed two of NBAD’s most successful funds, the UAE Growth Fund and UAE Distribution Fund. Tariq Qaqish is a holder of a Master’s Degree in International Business from the University of Wollongong in Australia. Tariq is an Arabic native speaker and is fluent in English. He is a regular guest on CNBC and Al Arabiya TV and a regular speaker at conferences as a MENA asset management leading professional.

Michael Grifferty founded and leads The Gulf Bond and Sukuk Association (GBSA) the industry association representing the Arabian Gulf fixed income market. The GBSA is composed of the region’s leading banks, law firms, issuers, ratings agencies and service providers and plays a leading role on all major matters concerning development of bond markets in the region. Previously, Michael served as advisor for the US Treasury on sovereign debt and bond markets, advising over forty countries and regional organizations. He has also consulted extensively for the International Monetary Fund and Arab Monetary Fund. Prior to his international career, Mr. Grifferty was a senior vice president at Government Finance Associates, providing problem-solving financial advisory services to US state and local governments. He has degrees from New York University and Georgetown University in Public Finance and International Relations, respectively.

Anita Yadav is a seasoned wholesale banker, currently serving as Head of Fixed Income Research at Emirates NBD. She has 17 years of experience in financial markets, spread across Australia, India, Asia and the Middle East. Prior to Emirates NBD, Anita served as Managing Director, Head of Global Markets at Nomura in India and as Head of Credit sales at ANZ in Singapore. She is a frequent commentator on global market issues. Her articles and TV interviews have regularly appeared in global media platforms such as Wall Street Journal, Bloomberg, Reuters, Gulf News, CNBC, Dubai Eye etc. Anita is the current Vice-Chair of The Gulf Bond & Sukuk Association board and is also on the board of Australian Business Council in Dubai. A recent alumnus of the Oxford University, Anita also holds B.Sc, MBA and certifications in Advanced Management and Leadership from universities in India and Australia.

DR. OMAR ALJAZY

HONORARY FELLOW - INTERNATIONAL ISLAMIC CENTRE FOR RECONCILIATION AND ARBITRATION 
 
Dr. Omar Aljazy is an Honorary Fellow of IICRA, a Managing Partner of Aljazy & Co. (Advocates & Legal Consultants). Dr. Aljazy holds extensive experience in national, regional and international dispute resolution practices and procedures, having acted as both Counsel and Arbitrator in a wide variety of multi-million arbitration cases. Dr. Aljazy has served as a board member of the Jordanian Insurance Commission for five years, lending him a special awareness of the mandates of regulatory authorities. He was also the official Jordanian Representative to the United Nations Commission on International Trade Law (UNCITRAL) for seven years. Dr. Aljazy headed the Founding Committee of Arbitration and Mediation Center for Intellectual Property Disputes. Mr. Hawamdeh holds a BA degree in business administration and finance; an MBA from Southampton University, England; and an MSc in International Securities, Investment and Banking from the Henley Business School/ICMA Centre (formerly ISMA Centre), Reading University, England. In 2005, Mr. Hawamdeh earned the right to use the Chartered Financial Analyst (CFA) designation, and is currently a member of the CFA Institute, Charlottesville, Virginia, and the Vice President for the CFA Society Jordan. Mr. Hawamdeh passed the Islamic Finance Qualification in 2012, and was awarded the right to use the Certificate in Investment Performance Measurement (CIPM) designation in 2018. Mr. Hawamdeh has over 20 years of progressive working experience, with extensive experience in developing and managing MENA focused funds & discretionary portfolios. SEÇIL SAYIN KUTLUCA

SENIOR LEGAL EXPERT - CAPITAL MARKETS BOARD TURKEY 
 
Seçil Sayin Kutluca is a senior legal expert at the securities market regulator of Turkey, Capital Markets Board. She has extensive experience notably in market abuse regulation and corporate governance principles. Since 2011, she is in charge of the Secretariat of the COMCEC Capital Market Regulators Forum. COMCEC is the economic cooperation committee for the Organisation for Islamic Cooperation. She is the project manager of the “Assessment of COMCEC Real Estate Securities Markets and Regulatory Landscapes for Strengthening Capital Markets” Project. She holds a Master’s degree in Law (LLM) from the City University Law School, London and a Bachelor of Law degree in Ankara University Faculty of Law. She is awarded for a UK FCO, Chevening scholarship program for a post graduate “Contemporary European Studies” program at the University of Birmingham.

Lucy joined the CFA Institute in 2016 and leads our efforts to pursue regulatory recognition and waivers for CFA Institute credentialing programmes throughout the EMEA region. Over the last two years, Lucy has been working with the ESMA guidelines for the assessment of knowledge and competence with local societies and regulators across the EU. Lucy has 25+ years in qualifications and regulatory experience including with the Chartered Institute for Securities and Investment, the Institute of Financial Planning, the Chartered Insurance Institute and the Financial Services Authority. WILLIAM TOHMÉ

William Tohmé, CFA, is Regional Head of Middle East and North Africa (MENA) at CFA Institute and is based in the new CFA Institute office in Abu Dhabi. In his role, William advocates for the highest standards of practice and ethics in the investment management industry through the promotion of financial market integrity and transparency among regional policy makers and regulators. Prior to joining CFA Institute, William was Director, Institutional Business Development at Lazard. Prior to this role, he was Director, Middle Eastern Institutions, Alliance Bernstein Middle East. William graduated with a Masters of Advanced Studies (D.E.A.) in Finance, Monetary Sciences and Banking from the Université Paris II in 2001 (Honours) and earned his CFA charter in 2009. William is fluent in English and a native speaker of French and Arabic.

A successful career in investment banking and financial services, with a rare and awardwinning expertise of the Middle East and North African economies, capital markets and political trends. Mr Blair has led teams and divisional operations at Barings and ABN AMRO in London and at Beltone Financial and Pharos Investments in Egypt. He led many of the major equity capital market (ECM) transactions which aided in the opening up of the MENA region’s capital markets, including the first GDR in Egypt (CIB) and the first fund to allow foreign investors into Saudi Arabia (the $250m SAIF Fund) amongst others, as well as the best rated research on the region and was rated “Emerging Markets Superstar” by Global Finance magazine.

DR. GHALEB MAHMASSANI

VICE CHAIRMAN - BEIRUT STOCK EXCHANGE 
 
Ghaleb S. Mahmassani is professor and attorney at law and legal counsel since 1962. He is general counsel for the Lebanese company for the reconstruction of Beirut central district (SOLIDERE). As international arbitrator he is a member of the National Committee of the Permanent Court of Arbitration at the Hague, Netherlands; and, a member and former chairman of the Commission on Arbitration at the ICC- Lebanon. He is also the current VicePresident and acting President of the Beirut Stock Exchange Commission. Mahmassani has been member of the Commission on Electoral Law Reform, Member of the Commission of Modernization of Laws at the Lebanese Ministry of Justice, and member of the legal commission at the Bankers Association of Lebanon. He holds a Ph.D. in law from the University of Lyon, a law degree in French and Lebanese Law from the University of St. Joseph in Beirut, and a Bachelor degree in political sciences from the American University of Beirut.

ROBERT H. SINGLETARY

Robert H. Singletary is an International Development Consultant focusing on Capital Markets matters. He has served as Project Director for two long-term financial sector development projects and as a recurring short-term advisor for projects covering 15 other countries. Mr. Singletary was the first Chairman of the National Securities Commission of the Republic of Georgia and is currently a Board Member of Georgia’s central bank. His US regulatory experience includes serving as Enforcement Chief for the US SEC’s San Francisco office. Within the private sector, he has been a Financial and Operations Principal for a US SEC registered brokerage firm and Board Member for a US SEC registered investment fund. He is a former member of the Chicago Mercantile Exchange and InterContinental Futures Exchange. In addition to his BA (economics) and Juris Doctor degrees, Mr. Singletary holds an LL.M. degree in Securities Regulation from Georgetown University Law School.

WAEL EL-NAGAR

SENIOR MANAGER - DUBAI FINANCIAL SERVICES AUTHORITY 
 
Mr Wael El-Nagar joined the DFSA in 2013. Mr El-Nagar is responsible for supervising the operations and activities of the exchanges, clearing houses and alternative trading systems within the Dubai International Financial Center. Mr. El-Nagar is also responsible for reviewing applications from and ongoing monitoring of exchanges, clearing houses, and brokerage firms. Mr. El-Nagar is heavily involved in steering the DFSA’s regulatory initiatives around Fintech, especially in regards to regulating market platforms that deal in digital assets. Prior to joining the DFSA, Mr El-Nagar was a Lead Senior Regulatory Specialist at the Financial Industry Regulatory Authority (FINRA) where he worked for more than thirteen (13) years. Mr El-Nagar has a Bachelor of Science – Mechanical Engineering degree from the American University in Cairo (Egypt), and an MBA – Finance from Rutgers University (USA).

AHMAD AWEIDAH

CEO - PALESTINE EXCHANGE (PEX) 
 
Ahmad Aweidah is the CEO of the Palestine Exchange (PEX) since June 2008. His strategic vision is to position the PEX on the world’s investment map through conducting regional and international road shows to promote investment in Palestine in general. Before joining the PEX, Aweidah held leading positions in private sector institutions; he was VP Commercial and Operations (2005-2008) at PalTel Group- the primary telecom operator in Palestine. Before that, he was VP Head of Retail Banking (2002-2005) at the Arab Bank- the largest bank in Palestine- and other positions in the field of banking, marketing and telecom during the years 1995-2002 in Palestine and France. Aweidah obtained excellent multi cultural and interpersonal skills through studying, living and working in the UK, France and the Middle East. He holds a Master’s Degree in Economics from The University of St. Andrews, Scotland UK.

LES MALE

CEO, DUBAI GOLD & COMMODITIES EXCHANGE 
 
Les Male is the Chief Executive Officer of the Dubai Gold & Commodities Exchange (DGCX). Les joined DGCX from Nasdaq where he was responsible for client facing activities on the Global Commodities product suite across UK based Prop shops, brokers, market makers, trading companies and Clearing Merchants (GCM’s) trading crude oil, fuel oil, gas and power derivatives and OTC swap contracts. A double Engineering graduate from the University of Bath, he joined British Gas as a pipeline engineer before managing strategic projects. He later became Commercial Director at EnMO and then continued in that role for APX-Endex, the Anglo-Dutch European gas and power trading Exchange. In 2010 he became the European Managing Director for the Green Exchange, a US backed venture for global carbon trading. After acquisition by the CME Group, his role took on the European gas and Global LNG strategy for Nymex.

Mohamed Dagher has worked at Euroclear Bank for 10 years, and has mainly covered the African, Middle East and CIS markets from the relationship management and product management teams. His main responsibilities include the management of the Account Management team in Euroclear’s Dubai representative office as well as providing on the ground support for Euroclear’s strategic work on regional initiatives. In addition, Mohammad has been appointed by the Jordan Securities Commission as a board member at the Jordan Securities Depository Center since April 2014. Andy joined ISLA in 2013 and took over as Chief Executive in mid-2016.
