HE Sheikh Bandar bin Mohammed bin Saoud Al-Thani

GOVERNOR, QATAR CENTRAL BANK
 
His Excellency Sheikh Bandar bin Mohammed bin Saoud Al-Thani is the present Governor of Qatar Central Bank. He assumed this responsibility in November 2021.
Born in Qatar in 1977, he completed his Bachelor’s Degree in Business Administration (Major in Finance) from the American University in the USA. Thereafter, he completed his Executive Masters of Business Administration from HEC Paris, one of the most prestigious universities in France.
His Excellency spent the major part of his career in the financial sector and held various key positions. H.E. started his career in Qatar Central Bank in 2002 when he joined the Banking Supervision Department, and later joined the Investment Department as the head of the dealing room. In addition to these responsibilities, he was a member of Qatar Executive Committee for SMEs representing Qatar Central Bank.
In 2008, His Excellency was assigned the responsibility to establish Qatar Credit Bureau, and shortly thereafter, he was appointed as the Executive Director of Qatar Credit Bureau in 2009. The vision behind establishing the Bureau was to develop an efficient and stable banking system through the provision of accurate and comprehensive credit information, leveraging on state-of-the-art technology.
In addition to his role as Executive Director (Qatar Credit Bureau), His Excellency was assigned as Acting Director for the Risk Management of Qatar Central Bank on July 1, 2014.
In 2015, His Highness Sheikh Tamim bin Hamad Al-Thani, the Emir of the State of Qatar, appointed His Excellency as the President of the State Audit Bureau.
HE was also elected as the President of the Arab Organization of Supreme Audit Institutions (ARABOSAI) and the Chairman of the Executive Committee of the ARABOSAI.
At the State level, HE is a member of the Higher Council of Economic and Investment Affairs. In 2022, His Excellency was appointed as the Chairman of the Board of Qatar’s Financial Centre Regulatory Authority (QFCRA) and in addition, he is also the Chairman of Qatar Financial Markets Authority (QFMA). Besides, he is the President of the Financial Stability and Risk Control Committee at QCB, the Vice Chairman of the State Projects Funding Policies Committee, and the Chairman of the Board of Directors of the Social and Sport Contribution Fund (Daam). In March 2023, HE was appointed as Chairman of the Board of Directors of Qatar Investment Authority.
At the regional and international levels, HE is a member of the GCC Central Banks Governors Committee, a member of the Board of Directors of the Gulf Monetary Council, and Alternate Governor for the State of Qatar at the International Monetary Fund (IMF) and the World Bank Group (WBG).
QATAR CENTRAL 

Khaled Alhomoud

Member of the Board of Commissioners, CMA (Saudi Arabia) 
 
Mr. Khaled Alhomoud was appointed as a member of the Board of Commissioners of the Capital Market Authority in October 2017. Prior to being Commissioner, Mr. Alhomoud has served in different roles since the establishment of CMA in 2004, where he joined the CMA in 2004 to contribute to the establishment of Corporate Finance & Issuance Division. He became the Head of Mutual Funds Department from 2006 to 2013. In 2013 Mr. Alhomoud was appointed as the CMA Deputy for Strategic and International Affairs. Mr. Alhomoud serves in various roles in the financial sector including; Member, Zakat, Tax and Customs Authority Board of Directors and Member, Remuneration and Nomination Committee, Zakat, Tax and Customs Authority. Member, Financial Sector Conference Supervisory Committee. Chairman Human Resources Development Committee and Chairman Supervisory Committee for the implementation of the risk methodology, Capital Market Authority (CMA) In addition to the above memberships, Mr. Alhomoud is a Member, International Organization of Securities Commissions (IOSCO) Board of Directors. Vice-Chairman, Growth and Emerging Markets Committee (GEMC), International Organization of Securities Commissions (IOSCO) Prior to joining the CMA, Mr. Alhomoud worked for the Saudi Arabian Monetary Agency (Central Bank) as Head of Investment Accreditation Manager responsible for development of professional certificates to enhance the capabilities of personnel of employed by commercial banks. Mr. Alhomoud earned his BA in accounting with Honors from King Saudi University, Riyadh - KSA and an MBA from Kent State University in the USA, specializing in finance. Mr. Alhomoud attended several management and leadership programs with prestigious universities such as Harvard, London Business School and INSEAD and IMD.

Dr. Tamy Bin Ahmed Bin Ali Al-Binali

CEO, Qatar Financial Markets Authority 
 
His Excellency Dr. Tamy Bin Ahmed Bin Ali Al-Binali has been the CEO of the Qatar Financial Markets Authority since March 2023.
H.E. Dr. Tamy Al-Binali completed his post-graduate studies and was awarded a PhD in Islamic Finance and Economy from Hamad Bin Khalifa University in 2023, after obtaining a master’s degree in the same field from the same university in 2011. Earlier in 2002, he obtained a BA in Business Administration and specialized in Financial Management from the Arab Academy for Science and Technology in Qatar.
In 2014, His Excellency obtained the Certified Internal Controls Auditor (CICA) certificate from the Institute for Internal Controls in the United States of America.
Before assuming the position of the CEO of the Qatar Financial Markets Authority, H.E. Dr. Tamy Al-Binali held various positions, most notably the position of the Head of the Public Authorities Affairs Follow-up Section in the Public Authorities and Institutions Affairs Follow-up Department as he was seconded to the General-Secretariat of the Cabinet of Qatar (2006 - 2007). Moreover, he was an auditor in the office of His Excellency the President of the State Audit Bureau and an auditor in the Bureau’s Economic Sector Audit Department in charge of auditing the accounts of several entities, and he was a representative of the State Audit Bureau and an Observer Member in several tender committees (2003-2009). H.E. Dr. Tamy Al-Binali also held the position of the Head of the Quality Control Section at Qatar Central Bank and was a member of the founding committee of the Qatar Credit Bureau in 2009, and later in 2011 he held the position of the Director of the Control and Quality Department. In 2015, he assumed the position of the Acting Chief Operating Officer at Qatar Central Bank.
H.E. Dr. Tamy Al-Binali also held the position of Assistant President for Supporting Services at the State Audit Bureau (2017 - 2023), before he was appointed CEO of the Qatar Financial Markets Authority pursuant to the Amiri Decision no. (19) of 2023 dated 2 March 2023
His Excellency became a member of the Board of Directors of the Qatar Central Bank Pursuant to the Amiri Decision No. (78) of 2023, and he became a member of the Board of Directors of the Qatar Financial Center Regulatory Authority since 13 March 2023 pursuant to a resolution by the Cabinet. He also served as a member of the Board of Directors of Masraf Al Rayan and Chairman of the Internal Audit Committee during the period from 18 March 2020 to 18 March 2023.
H.E. Dr. Tamy Al-Binali is also a member in several committees, including the Financial Stability and Risk Control Committee (2 March 2023), the National Committee for Combating Money Laundering and Terrorist Financing (12 April 2023), and the Legislation Development Committee at the Qatar Financial Markets Authority (26 September 2023).

Jalil Tarif

Secretary General, Union Of Arab Securities Authorities (UASA)
 
Jalil Tarif currently serves as the Secretary General of the Union of Arab Securities Authorities (UASA). Tarif started his career in the Central Bank of Jordan and held the positions of Executive Director and Deputy Director General in Amman Financial Market between 1992 and 1999, where he oversaw Jordan’s entire capital market. Through his role as Deputy Director General, Tarif assisted in writing the new securities law that implemented the three separate entities that make up Jordan’s Capital Market today. In 1999, Jalil Tarif was appointed as the first Chief Executive Officer of Amman Stock Exchange. He left his position as CEO in December 2012 to become the Secretary General of the Union of Arab Securities Authorities located in Dubai. Some of the roles Tarif has held during his career include: President, NSC-Unix user group, Atos-Euro Next Market Solutions; Chairman of IOSCO Self-Regulatory Organization Consultative Committee; Member, OECD Corporate Governance Working Group, MENA region; Chairman of FIAS. In addition, he participated in meetings with the IMF, IBRD, IOSCO, WFE, FEAS, COMCEC and UNCTAD.

Tajinder Singh

Deputy Secretary General , IOSCO 
 
Tajinder Singh joined the IOSCO General Secretariat in January 2010 as Deputy Secretary General. He was previously Head of International Affairs & Human Resource Development and Advisor to the Chairman of the Securities and Exchange Board of India (SEBI). Mr. Singh comes from the Indian Administrative Service (IAS) and has held various positions in the Ministry of Finance in the Government of India, as well as handling a number of assignments for the government in the financial and other sectors. He has over 30 years of experience at senior leadership positions in different organizations dealing with strategic issues in regulation, finance and administration, and significant domestic and international experience dealing with Government and regulators. Mr. Singh holds a Masters Degree in Systems Science and Automation from the Indian Institute of Science (IISc), Bangalore, and graduated in Electrical and Electronics Engineering from the Indian Institute of Technology (IIT), Kanpur.

Nezha Hayat

Chairwoman of AMERC - Chairwoman of AMMC, Morocco 
 
Nezha Hayat is the Chair and CEO of AMMC – Morocco’s Capital Market Authority, following her appointment in February 2016 by His Majesty the King, Mohammed VI. An ESSEC Business School Paris graduate, she until her nomination worked at Société Générale Morocco group where she became in 2007, the first woman on a management board of a bank in the country. She started her career in Spain in 1985 in the banking sector (risks, debt portfolio management) and in 1990, she moved to the private banking activities. In 1995, she joined Société Générale Marocaine de Banques and launched their activities of brokerage and asset management. In 1999, she was elected President of the Association of stockbrokers in Morocco for two terms. She was nominated global leader for tomorrow by the World Economic Forum in 2000. She also co-founded AFEM, the association of women business leaders in Morocco, in 2000. She created le “Club des femmes administrateurs au Maroc” in 2012, to promote women in corporate boards. Nezha received an award for her “outstanding contribution to financial and professional services”, by the G8 in June 2013 in London. In 2017, Nezha was elected Vice-Chair of the Africa and Middle East Committee (AMERC) within the International Organization of Financial Market Regulators (IOSCO) for the remaining 2016-2018 term, and since March 2020, she was elected twice as Chair of the AMERC for the terms 2020-2022 and 2022-2024. In 2019, she was awarded, by the King of Spain, Commander of the Order of Civil Merit for her commitment and work in favor of strengthening Morocco-Spain economic relations. She was decorated by His Majesty King Mohammed VI, Officer of Wissam Al Arch (Order of the Throne). 

Dr. Mohamed Farid Saleh, PhD

Executive Chairman, Egypt Financial Regulatory Authority (FRA) 
 
Dr. Mohamed Farid Saleh has been appointed as Chairman of the Financial Regulatory Authority (FRA) in August 2022 as per the Presidential Decree; No. 353/2022 and No. 326/2023. He is also a Board Member at the Central Bank of Egypt (CBE) and a Member of the CBE’s Monetary Policy Committee (MPC). Since September 2022, Dr. Farid was elected as the Chair of the IOSCO’s Growth and Emerging Markets Committee (GEMC) and the Vice Chair of the IOSCO Board. Dr. Farid is currently the Vice Chair of the Advisory Board for the GFANZ Africa Network. He is also a member of the High-level Expert Group for the United Nations Economic Commission for Africa (UNECA) on Scaling up investment and finance to deliver on climate ambition and development goals supported by the COP26 Presidency and COP27 Presidency. Before joining the FRA in August 2022, Farid served as the Executive Chairman of the Egyptian Exchange (EGX) since August 2017 as per the Prime Ministerial Decree; No. 1759/2017 and No. 1832/2021. During this period, Farid held many significant international positions; the Chairman of the Federation of Euro-Asian Stock Exchanges (FEAS) from 2017- 2019 and from 2021-2022; the Chairman of the Arab Federation of Capital Markets (AFCM) from 2019 till 2021; the Chairman of the Emerging Markets Working Group at the World Federation of Exchanges (WFE) from 2017 till 2021; a Board Member of the African Securities Exchanges Association (ASEA) throughout his Chairmanship of the EGX. Prior to his appointment as EGX Executive Chairman, Farid served as the Chairman and the CEO of Dcode EFC - a leading economic forecasting firm in Egypt. Furthermore, between 2013 and 2016, Farid was an External Consultant on Venture Capital (VC) and Financial Leasing for the World Bank Group in Egypt, and was a Member of the Capital Market Advisory Committee established by the Financial Regulatory Authority (FRA). Additionally, he served as the Vice Chairman of EGX in 2010-2011. He also served as a part-time lecturer in Financial Markets, International Finance, and Financial Derivatives at the American University in Cairo (AUC) and at the Arab Academy for Science, Technology & Maritime Transport (AASTMT). Farid holds a PhD in Financial Economics from Cardiff Metropolitan University - UK, an LLM in International Financial & Commercial law from King's Collage London – UK, an MSc in Quantitative Finance from Bayes Business School - City, University of London - UK, an MSc in Economics, (Project Analysis, Finance & Investment) from York University - UK, and an MBA from the Arab Academy for Science, Technology & Maritime Transport (ASST) - Egypt. He also holds a certificate in Venture Capital from UC Berkley - the United States of America, a certificate in Time-Series Analysis from Timberlakes, Cambridge University - UK, and a BSc in Foreign Trade and Economics from Helwan University - Egypt.

Fianna Jurdant

Senior Policy Analyst, OECD 
 
Fianna Jurdant is a Senior Policy Analyst at the OECD. Under the auspices of the OECD Corporate Governance Committee, she brings over 20 years of experience developing coalitions for reform, policy analysis and advice to support alignment with the G20/OECD Principles of Corporate Governance globally. She is leading, among others, OECD’s work on corporate governance with the Middle East and Africa. She has also been a Senior Advisor supporting the OECD External Relations Committee, with strategic guidance on policy reforms in the Middle East and managing strategic coordination with the Secretary General’s office. 

Wolfgang Engel

General Manager, IIF MEA - Institute of International Finance
 
Wolfgang Engel is the General Manager & Chief Representative of the IIF Middle East and Africa Regional Office in Dubai.
Before joining IIF, Wolfgang Engel was a member of the Management Committee at Société Générale in charge of the Financial Institutions Group Germany and Austria. In that role, he was primarily responsible for advising institutional clients on regulatory issues and debt and equity markets solutions.
Wolfgang Engel held several positions at BNP Paribas, including Head of the Debt Capital Markets Europe in London, Head of Institutional Clients Coverage Group for Germany and Austria and Head of Corporate Banking Division in Germany, among other roles.
Wolfgang Engel has also served in positions at Dresdner Kleinwort Benson in Frankfurt, the Asian Development Bank in Manila and JPMorgan in Frankfurt and New York.
Education
Wolfgang holds MBA in Banking and Finance from University Frankfurt (HSGV).

Nandini Sukumar

Chief Executive Officer, The World Federation of Exchanges
 
Nandini Sukumar is the Chief Executive Officer of the World Federation of Exchanges, the global association for exchanges and CCPs. The WFE represents more than 250 exchanges and clearing houses globally, educating stakeholders on the vital role played by market infrastructures in the real economy and as a standard setter, finding the consensus on issues among the global membership. Of our members, 34% are in Asia-Pacific, 45% in EMEA and 21% in the Americas. WFE’s 90 member CCPs and clearing services collectively ensure that risk takers post some $1.3 trillion (equivalent) of resources to back their positions, in the form of initial margin and default fund requirements. WFE exchanges, together with other exchanges feeding into our database, are home to over 50,000 listed companies, and the market capitalisation of these entities is over $100 trillion; around $140 trillion (EOB) in trading annually passes through WFE members (at end 2022). Ms. Sukumar is Vice Chair of IOSCO’s Affiliate Members Consultative Committee and Chair of the AMCC’s Sustainability Taskforce. 

Elisabeth Wallace

Associate Director, Dubai Financial Services Authority
 
Elisabeth joined the DFSA in October 2014. Elisabeth leads the DFSA’s policy work on Innovation and was responsible for creating the DFSA's regulatory framework for Crowdfunding, the DFSA's Innovation Testing Licence - the DFSA’s regulatory sandbox and the regime for Crypto Tokens. Elisabeth also represents the DFSA on the Global Financial Innovation Network (GFIN) co-ordination board, and is a STX Expert for the International Monetary Fund with a focus on Virtual Assets and AML/CTF risks. Before joining the DFSA, Elisabeth led the Conduct Regulation team at the Association of British Insurers, where she managed a team of policy advisers responsible for influencing UK and EU conduct regulation of the insurance and pension markets. A finance professional skilled in Asset Management, International Relations, Financial Regulation, and Policy Analysis, Elisabeth holds a Bachelor of Laws and Arts from the University of Canterbury, and is admitted as a Barrister and Solicitor to the High Court of New Zealand.

Dr. Konstantin Saroyan

Secretary General, Federation of Euro-Asian Stock Exchanges
 
Dr. Konstantin Saroyan is a Secretary General of the Federation of Euro-Asian Stock Exchanges, where he manages the multi-cultural environment of a variety of member stock exchanges and central securities depositories covering Europe, Asia and Mediterranean Basin. As a Board Member of Armenian Institute of Directors Konstantin is contributing his energy and knowledge for the development of corporate governance in the region.

Konstantin is a Co-Founder of Investment Bankers Club in Armenia and Board Member of the Fund for Rural Economic Development of Armenia.

Konstantin holds a Doctor of Economics degree and is an adjunct Professor at French University of Armenia Foundation.

Sallianne Taylor

Sallianne Taylor is Principal Advisor within the External Relations & Government Affairs team.

The Team advocates for Bloomberg, Bloomberg’s clients and stakeholders within the global regulatory space. Prior to joining the team Sallianne spent two years on secondment at His Majesty’s Treasury working on the Wholesale Market Review which concentrated on reforms to the UK’s Capital Markets following its exit from Europe.
Sallianne joined Bloomberg in 1989 and has held positions within Sales, Trading Solutions and Product Development. Prior to her time at His Majesty’s Treasury she led the Market Structure Strategy team which was a natural progression from Global Manager of Exchange Business Management where she oversaw Bloomberg’s relationships with the exchanges and trading venues. Sallianne holds a Bachelor of Arts degree in French and Italian from Royal Holloway and Bedford New College (University of London). She represents Bloomberg on the executive committee of FISD (Financial Information Services Division of the Software & Information Industry Association) and is on the board of FISD’s parent company, SIIA (Software & Information Industry Association). Sallianne was named Woman of the Year at the inaugural Waters Women in Technology & Data Awards 2018 and in the same year recognised as one of Top 100 Most Influential Women in Finance in Europe by Financial News. 

Ralph Stobwasser

Head of Financial Crime Advisory, Deloitte Middle East
 
Ralph is a partner with Deloitte’s Forensic practice in the Middle East focusing on financial crime investigations and business intelligence services.
He has over 10 years of experience of working on and leading fraud, corruption and due diligence investigations, asset searches and litigation support cases.
Ralph holds a master’s in Middle Eastern studies from the Freie Universität in Berlin, Germany, and speaks English, German, Arabic, Turkish and Spanish. 

John Turner

CEO , XBRL International

Mr. John Turner, CEO of XBRL International, has led the organisation for a decade. XBRL International works to enhance transparency and accountability in business performance by developing and managing the XBRL standard. XBRL is a set of open, freely licensed data exchange specifications that permit the digital production and consumption of reports of all kinds. The organisation is a global not for profit that operates in the public interest. Since 2017, XBRL International has been focussed on a range of questions associated with the digitisation of sustainability disclosures.

Previously, Mr. Turner served as CEO of CoreFiling, led XBRL activities at KPMG International LLP, and spearheaded the world’s first regulatory project using XBRL for data collection, at APRA, the Australian financial regulator. He is a strong advocate for practical standards to enhance reporting and collaborates with consortium members and regulators worldwide. His educational background includes degrees in Law and Arts (Computer Science and Government) from the University of Queensland. He is based in Oxford, in the UK.

Rawan Oueidat

S&P Global Ratings, Corporate Ratings, CFA Director

Rawan Oueidat joined S&P Global in the EMEA Corporate Ratings team in March 2017, based in the Dubai office. Her portfolio includes Middle East credits across various sectors, including the oil and gas, transportation, and telecom sectors in the region predominantly, along with healthcare, and investment holding companies. She was previously the primary analyst on chemical sectors in the region, as well as the Turkish telecom credits. Rawan is also involved over the past few years with the sustainable finance team. Additionally, Rawan has over twelve years of corporate advisory and equity research experience covering the MENA region. Prior to this, Rawan was an Associate Director in the corporate advisory division of Commercial Bank of Dubai. Previously, she held equity research analyst roles covering the MENA telecom sector in leading regional financial institutions such as NBK Capital and SHUAA Capital. Rawan holds a bachelor’s in business administration (BBA) degree with a specialization in Finance from the American University of Beirut. Stephen held several financial services regulatory policy roles in public service and in industry trade associations in the first decade of his career.

Mirna Sleiman

Mirna leads a regional Open Finance platform, with a vision to redesign financial services with an open API infrastructure that boosts financial inclusion, revolutionizes financial services and provides a standard integration between fintech's and institutions. Mirna has more than 15 years of experience in government relations, business strategy, digital communications and journalism. She managed public sector business for Thomson Reuters across 22 MENA countries and partnered with international organizations to promote innovation and social change. She spent more than 10 years as a financial journalist with Reuters, Dow Jones, The Wall Street Journal and Zawiya. Mirna has an Executive MBA from City University of London in Innovation and Entrepreneurship. She is certified from MIT University in Fintech and ecommerce, and in Digital Marketing and Communications from Columbia University. 

Sylvain Bigaud

Regional Head - Middle East, Af rica & Turkey, Euroclear

Sylvain joined Euroclear in 2013. He is in charge of the Business Development, relationship management and commercial support t for Middle East, Af rica and Turkey. His role covers more than 200 clients located in more than 60 countries, such as Central Banks, Sovereign Wealth Funds, Supranational, Commercial Banks, Asset Managers and Insurance companies. He is also involved in Capital Market development projects with Ministry of Finances & local authorities. He supervises a commercial team of 9 people based in Dubai and London. Before being appointed as Regional Head for the Middle East, Af rica and Turkey, Sylvain held several regional positions such as Head of Sales & Relationship Management, Senior Relationship Manager & Customer Relationship Manager covering clients in Middle East, Af rica, CIS & Turkey. Based out of Beirut, Shawki is a former banker with 20+ years of experience spanning multiple areas like cross-border payments and investigations, trade finance, customer onboarding and KYC operations, correspondent banking, and last but not least AML/CFT & sanctions. In his compliance function, Shawki assumed the role of Money Laundering Reporting Officer (MLRO) and head of sanctions division for 10 years within Lebanese banking sector. In parallel, Shawki is a university lecturer, speaker, and trainer at: Union of Arab Banks (UAB), ACAMS, Romanian Banking Institute (RBI-Bucharest), OECD/Paris, Governance Dynamics (UAE), General Council for Islamic Banks and Financial Institutions (CIBAFI)-Bahrain, Emirates Institute of Finance (EIF-UAE), and other institutions tasked with countering money laundering, terrorist financing, sanctions evasion, & proliferation finance. Ahmed Al-Kiswani
